‘Confined to a wheelchair’
is the commonly-used term.

But for many men and women, wounded by accident, illness, or birth defect, 
the wheelchair is not a prison
.  Quite the contrary:
They are confined
without a wheelchair.  
With one, they are
enabled to experience life more fully.
